Purpose

This policy governs the Sponsored Apprentice model within the FITA Diagnostics Network (FITA DN). It formalises the agreement reached at the inaugural Vendor Conference on 24 May 2026, where attending vendors confirmed their support for a structured apprentice delegation and payment routing model.

The Sponsored Apprentice model exists to grow the FITA DN vendor supply organically through existing relationships, while maintaining the quality standards and accountability that define the network. It provides a clear pathway for skilled technicians to enter the network, develop their track record, and ultimately graduate to independent status.

Founding principle: Every individual who performs work under the FITA DN brand must be individually registered, trained, and identifiable — regardless of how they entered the network.

Definitions
Sponsor (Master Operator)
A certified FITA DN vendor in good standing who recruits, countersigns, and takes full operational accountability for one or more Apprentice Operators registered under their account. The Sponsor is the payment recipient for all jobs completed by their linked Apprentices.
Apprentice Operator
An individual who enters the FITA DN network through the sponsorship of a registered Master Operator. Apprentices hold their own FITA Vendor ID, complete individual training, and operate under the Sponsor's account until they meet the graduation threshold.
Independent Operator
A vendor who operates under their own account, receives payments directly to their registered MoMo or bank account, and holds no linked sponsor or apprentice relationship. All vendors begin as Independent unless registered through the Sponsor pathway.
Graduation
The transition of an Apprentice Operator to Independent status upon meeting defined performance and tenure thresholds. Graduation is a formal process initiated by the Apprentice or recommended by the Sponsor.

Three-Tier Network Model

The FITA DN vendor network operates on three tiers when the Sponsored Apprentice model is active:

Tier B
Apprentice
Individually registered. Holds FITA Vendor ID. Works jobs under sponsor's account. Building toward graduation threshold.
Tier C
Graduate
Former apprentice who has met graduation thresholds. Now operates as an Independent Operator with direct payment routing.

Registration Requirements

An Apprentice Operator may not be dispatched on any FITA DN job until all of the following conditions are confirmed in the FITA DN Vendor Pipeline:

  • 1Individually registered in the FITA DN vendor database with their own vendor record
  • 2Linked to a specific Sponsor in the system via the sponsor_id field
  • 3Has completed FITA DN standard training and holds a valid, issued FITA Vendor ID
  • 4Is wearing full FITA DN-issued vendor gear at the time of any dispatch
  • 5Sponsor has countersigned the Apprentice's registration and confirmed capability
Non-negotiable: FITA DN will not dispatch, acknowledge, or accept liability for any individual on a job site who is not individually registered in the system — regardless of the Sponsor's own status or reputation.

Accountability Structure

The Sponsor is fully accountable to FITA DN for the conduct and performance of every Apprentice registered under their account during the apprenticeship period. This accountability covers:

  • Field behaviour and customer interaction standards
  • Documentation quality and post-job report submission
  • Strict compliance with the FITA DN Neutrality Rule on all PPI jobs
  • Response time commitments and availability accuracy
  • Maintenance of full FITA gear standards on every job
Accountability note: Complaints and performance flags raised against an Apprentice are recorded against the Sponsor's vendor account until the Apprentice graduates to Independent status. Repeated flags from the same Sponsor's network will trigger a review of the Sponsor's own account standing.

Payment Routing

All payments for jobs completed by an Apprentice Operator are routed directly to the Sponsor's registered payment account (MoMo or bank). This applies regardless of which Apprentice completed the job.

FITA DN's position: FITA DN does not manage, arbitrate, audit, or regulate the internal disbursement arrangement between the Sponsor and their Apprentice. That is a private arrangement between the two parties. FITA DN's financial responsibility ends at the Sponsor's account.

This structure is intentional: payment routing to the Sponsor is the core incentive that encourages established operators to actively recruit and develop talent within the network. The Sponsor benefits financially from the Apprentice's work; in return, they take full accountability for that work.

The job record in the FITA DN system always records both the Apprentice (as the executing operator, for quality tracking purposes) and the Sponsor (as the payment recipient). These two fields are independent in the job database.

Graduation to Independent Status

An Apprentice Operator becomes eligible to apply for Independent Operator status when all of the following thresholds are met:

Upon successful graduation:

  • The Apprentice receives their own Independent vendor account with direct payment routing
  • The account link to the Sponsor is formally dissolved in the system
  • The Sponsor receives a Referral Bonus of 5% of the graduated Apprentice's net FITA DN earnings for the three months following graduation, paid monthly
Why the Referral Bonus matters: Graduation is designed to be a win for both parties. The Apprentice gains income independence. The Sponsor is financially rewarded for having grown the network — making independence a milestone to celebrate, not a threat to resist.

Sponsor Limits — Pilot Phase

During the pilot phase (June–December 2026), each Sponsor may register a maximum of three (3) Apprentice Operators simultaneously. This limit exists to ensure the accountability model is manageable before scaling.

This limit will be reviewed following the conclusion of the pilot dry runs and may be increased for Sponsors who demonstrate strong quality management of their initial apprentice cohort.

Review trigger: Sponsors with all three Apprentices in Stage 3 or Stage 4 certification, with zero active complaints, may request a limit increase from FITA DN Operations.

Termination

An Apprentice may be removed from the network for any of the following reasons:

  • !Violation of the FITA DN Neutrality Rule (engaging in side deals during PPI jobs)
  • !Performing FITA DN work without a valid Vendor ID or full FITA gear
  • !Customer fraud, misrepresentation, or gross misconduct in the field
  • !Three or more unresolved customer complaints without remediation
Sponsor impact: When an Apprentice is terminated for misconduct, the incident is flagged against the Sponsor's vendor record. Two or more such incidents from a single Sponsor's apprentice cohort will result in the suspension of that Sponsor's ability to register new Apprentices and may trigger a full review of the Sponsor's own certification stage.

Acknowledgement

This policy is acknowledged by both the Sponsor and the Apprentice at the point of Apprentice registration. By proceeding with registration, both parties confirm they have read, understood, and agreed to the terms set out in this document.

FITA DN reserves the right to update this policy as the network scales. All registered vendors will be notified of material changes prior to implementation.
